Enroute, the volunteer-led transport research and advocacy group, has today launched its Annual Strategy for 2025-26, outlining bold plans to mature, diversify, and grow its impact on public and active transport policy across Great Britain. It will provide Enroute with a blueprint for its operations up until April 2026.
Following a year of significant milestones – including securing its first grant funding, launching the grassroots Here to Help scheme, and strengthening relationships with key transport organisations – Enroute is setting out an ambitious roadmap to expand its research portfolio, advocacy work, and organisational strength.
Building on its mission to empower communities and policymakers with evidence-based insights, Enroute’s 2025-26 strategy prioritises four key areas:
- Expanding research: Enroute will publish four major research reports, including a collaborative project with an industry partner, aiming to broaden its focus to active travel, light rail, and innovative transport technologies.
- Strengthening advocacy: The Here to Help scheme will expand to support more grassroots transport campaigns, alongside a commitment to respond to at least six transport consultations.
- Enhancing volunteer engagement: With a target to recruit five new transport analysts, Enroute aims to strengthen its capacity and reach. The recruitment process will be refined to attract a more diverse range of voices, while new training initiatives will be introduced to enhance the skills and effectiveness of its volunteers.
- Building brand and notability: Enroute will elevate its public presence by innovating in video content, multimedia storytelling, and professional marketing materials, alongside a new, streamlined approach to branding and messaging to strengthen its public impact.
Harry Burr, Joint Chief Executive of Enroute, said:
“Enroute is powered by a dedicated team of volunteers who share a passion for making sustainable transport more viable and accessible. This year, we are placing a strong emphasis on operational improvements, ensuring our internal policy and structure, recruitment, and brand presence reflect the professional and impactful organisation we are becoming. Through enhanced marketing, multimedia content, and a refined volunteer experience, we will continue to grow our influence and engagement across the sector.”
David Frankal, Joint Chief Executive of Enroute, added:
“This strategy sets out our core priorities over the next year as we continue on our journey to mature the organisation, diversify our organisation and work and grow our impact on the sustainable transport landscape. We are particularly focusing on our recruitment and core outputs, with the hope of producing more work that focuses on local transport and active travel, and work that cuts across modes and puts exciting new ideas into live conversations around transport, decarbonisation, modal shift and devolution.”

Enroute is a transport research not-for-profit specialising in encouraging investment in and usage of the sustainable transport network in Great Britain. We drive sustainability and empower people by collaborating with communities, governments, businesses and advocates to make sustainable transport a more viable option for communities by encouraging investment in and usage of public and active modes.
We produce evidence-backed and data-driven insights into why sustainable transport investment is the right choice for the future of our nation, for the sake of the environment, economy and social equity. Our uniqueness lies in the sense that we are a fully volunteer-owned-and-run organisation, with those who work both within and outside the transport sector contributing their time to create a brighter future for public and active transport in Great Britain.
