Why have international rail services remained suspended at Ashford and Ebbsfleet International since 2020, despite significant investment in these purpose-built stations? This research piece explores the suspension’s impacts, the barriers to reinstating services, and the opportunities for restoring these vital connections to mainland Europe.

This report represents the first collaboration between Enroute and the Bring Back Euro Trains (BBET) campaign, combining grassroots advocacy with technical transport expertise. Our shared aim is to present the case for restoring Kent’s international rail services, analysing the economic, environmental, and social benefits, and setting out practical steps for future development.

In this research, we examine the consequences of Eurostar’s withdrawal, including increased travel costs, reduced tourism, and missed opportunities for regional growth. Drawing comparisons with similar European rail hubs, we discuss policy gaps, Brexit-related challenges, and the dominance of a single operator, alongside potential solutions such as regulatory reform, competitive market entry, and financial incentives.

This piece also frames these issues within the broader objectives of sustainable transport and connectivity. By leveraging public support, engaging policymakers, and collaborating with private sector partners, we believe there is a clear route to restoring international rail links in Kent — with wide-ranging benefits for communities, businesses, and the UK’s position in Europe.
